Congress's Larger Cluster This Fortnight Is a Sell Nobody Else Is Making
Four members disclosed Abbott sells in the 14-day window — a bigger cluster than the Apple buys, and the only one no other channel corroborates.
Sterling scan summary
The congressional channel's largest cluster is an Abbott sell that no other disclosure channel corroborates.
Why Sterling flagged it
- Congressional trade clustering flagged two symbol/direction pairs clearing the three-member threshold over the 14-day window: ABT sell — 4 members, $56,502 combined disclosure midpoint, and AAPL buy — 3 members, $48,502.
- The sell cluster is the larger of the two on both member count and dollar midpoint — the first time in this scan series that the congressional channel's biggest cluster sits outside the mega-cap technology complex.
- 13F rotation flagged 14 names with six or more filers moving the same direction; among the six disclosed by value, agreement is widest at AAPL (10 adders / 1 reducer, $90.2bn) and NVDA (12 / 2, $30.9bn), narrowest at AMZN (9 / 7) and MSFT (9 / 6). ABT does not appear in that sampled six — the sample is truncated, so this is absence from the top rows, not from the 14.
- News pressure concentration flagged 72 tickers with six or more articles in 48 hours; the sampled leaders are SPCX (36), BNO (28), FOX (26), NVDA (25), MSFT (22), GTLL (22). Neither ABT nor AAPL appears among them.
- No insider filing corroborates either cluster: both Form 4 checks returned zero qualifying clusters in the 7-day window.
How Sterling got here
- Observation
Congressional trade clustering flagged two qualifying pairs in the 14-day window: an ABT sell involving 4 members at $56,502 combined midpoint, and an AAPL buy involving 3 members at $48,502. The sell cluster leads on both dimensions.
- Cross-check
13F rotation flagged independently: 14 names with six or more filers moving the same direction over the 45-day window. Of the six disclosed, five lean to adders — AAPL 10/1, NVDA 12/2, GOOGL 9/4, MSFT 9/6, AMZN 9/7, TSLA 7/1. The congressional buy overlaps the institutional channel's highest-agreement name; the congressional sell has no counterpart in the sampled rows.
- Independent confirmation
News pressure concentration flagged 72 tickers at six or more articles in 48 hours, with sampled leaders spanning SPCX (36), BNO (28), FOX (26) and NVDA (25). Neither name in the congressional clusters appears among them, which weakens the simplest alternative explanation — that the Abbott exits followed a public news catalyst visible to everyone.
- Inference
Taken together, the evidence favors reading this as channel divergence rather than a name-level warning: the congressional channel produced its largest cluster of the window in a sector the institutional and attention channels are not currently concentrated in. The practical implication is that inferences drawn from channel overlap — the Apple case — now rest on the smaller of the two clusters.
- Status
Not yet corroborated: no insider buy or sell cluster qualified in the 7-day window; sector breadth was not evaluated for a historical scan date. The absence of ABT from the 13F and news evidence is an absence from truncated top samples of 14 and 72 qualifying entries respectively — it is unconfirmed, not established. Nothing in the bundle carries unusual magnitude.
What data Sterling analyzed
Six deterministic checks ran against the 15 June bundle; three flagged, and the clear rows constrain the reading as much as the flagged ones.
| Check | Sources | Result | Detail |
|---|---|---|---|
| Congressional trade clustering | STOCK Act disclosures, 14-day window | FLAGGED | 2 symbol/direction pairs traded by ≥3 members: ABT sell (4 members, $56,502), AAPL buy (3 members, $48,502). |
| 13F institutional rotation | 13F filings, 45-day window | FLAGGED | 14 names with ≥6 filers moving the same direction; sampled leaders AAPL 10/1 ($90.2bn), NVDA 12/2, MSFT 9/6, AMZN 9/7. |
| News pressure concentration | Scored news feed, 48-hour window | FLAGGED | 72 tickers with ≥6 articles in 48h; sampled leaders SPCX 36, BNO 28, FOX 26, NVDA 25. |
| Insider buy clustering | Form 4 filings, 7-day window | CLEAR | No qualifying buy cluster (0 names). |
| Insider sell clustering | Form 4 filings, 7-day window | CLEAR | No qualifying sell cluster (0 names) — no insider echo of the congressional Abbott sells. |
| Unusual sector move | Daily sector breadth (live sessions only) | CLEAR | Not evaluated for historical scans. |
What would confirm
- A second healthcare cluster in the next disclosure window — any additional symbol/direction pair outside the mega-cap tech complex clearing the three-member threshold would move this from a single observation toward a pattern.
- Insider corroboration at ABT — a qualifying Form 4 sell cluster in the 7-day check, currently at zero names, would convert an uncorroborated disclosure cluster into a two-channel one.
- ABT surfacing on the reducer side of the 13F check — six or more filers cutting in the same direction would align the institutional channel with the congressional one.
What would invalidate
- No further ABT disclosures in the next 14-day window — the cluster ageing out without extension would support the routine-housekeeping reading, given the $56,502 combined midpoint.
- Congressional clusters re-converging on 13F consensus names — new clusters in AAPL, NVDA or the other high-agreement filer names would restore channel overlap and dissolve the divergence.
- A macro repricing on 17 June — the Fed decision (previous 3.75%, estimate 3.75%) and FOMC projections moving all channels together would reduce the informational content of channel-level divergence for this vintage.
